Tax refund mutual recognition between Shenzhen and Fujian 深圳与福建实现离境退税 “即买即退”跨区域互认

Shenzhen, Fujian’s provincial and Xiamen’s city tax authorities have recently signed a cross-regional cooperation agreement to streamline instant tax refunds and enhance the shopping experience for overseas visitors.
Under the agreement, overseas visitors who shop at participating instant-tax-refund stores in Shenzhen, Xiamen or other parts of Fujian can complete customs verification at any designated departure port within those jurisdictions. Xiamen is a sub-provincial city in Fujian Province.
According to China’s departure tax refund policy, overseas visitors refer to foreigners and compatriots of China’s Hong Kong, Macao and Taiwan who have stayed on the Chinese mainland for no more than 183 consecutive days before the date of departure.
Since October 2025, overseas visitors who purchase at participating instant-tax-refund stores within Guangdong can complete customs verification at any designated departure port across the province.
The new deal expands that flexibility across Guangdong and Fujian, significantly boosting travel convenience and strengthening cultural and tourism links.
